Alternative Selection Process

Evaluation Criteria have been developed to determine how well each alternative meets the goals and objectives of the study. This allows the alternatives to be compared to each other using common measures. Certain criteria have been used, including consideration of the local goals and objectives established for the study, measures of effectiveness identified during scoping, and criteria established by the Federal Transit Administration (FTA) for New Starts projects. Additionally, ideas and priorities suggested by the public have been considered for use as criteria in screening the alternatives. Evaluation criteria includes measures of cost-effectiveness, travel time savings, impacts to communities and natural resources, and compatibility with existing plans.
